Wait for the order window before you assume the route failed. A short-term order can be cancelled in the first 6 minutes. If no message arrives, it times out at about 20 minutes plus a 3-minute grace, and the wallet charge is returned. That rule is in the order lifecycle, and the public summary is the refund policy.
If a code did arrive, the order is not unused. Asking for that charge back because the app rejected the account afterward is a different case, and the refund policy does not promise it. The app’s block is the app’s decision.
